It is said by the ice elves that during The Time Of Bloody Tears, their floating city fell into The Bitter North of Vylkland. Unable to endure the intense environment, they turned to sorcerous experimentation for survival. Inevitably, this led to ruinous corruption. Much like the fallen of The Fey Ring Isles, the elves of Heleg Necel began to mutate, developing icy white skins. Likewise, their culture became equally cold, each elf climbing the social ladder at the expense of those below them. Their progressive distancing from Taeyaloo, the curse of all fallen elves, troubled them at first... but now the ice elves revel in their independence, considering elves still guided by Magic to be mere puppets.
Slaves, predominantly comprised of Vylks, orcs, and other non-elves, form the backbone of Heleg Necel... even serving as food in extreme moments of deprivation.
Shifters born of any species, are swiftly located and used for punitive games. Troublesome captives and slaves who resist their masters are sent into labyrinths under the frost-covered spires, visible through floors of transparent ice. When the blood moon grows full, shifters are released into these mazes too, so that elves can spectate from above.
